São Vicente seeks to expand logistics activities on the Right Bank of the Port of Santos, in São Paulo’s coastal region

The São Vicente municipal government aims to transform the city into a “retroport logistics hub” on the right bank of the Port of Santos. To achieve this, it has extended the deadline for companies operating without authorization to regularize their status by one year —until December 16— and has reclassified areas previously designated for preservation and sustainable development into industrial zoning, enabling expansion.
The measures are part of Complementary Law 1,234/2026, published on the 16th. According to the municipal Secretary of Commerce, Industry and Port Affairs, Fernando Paulino, the law is intended to correct distortions and provide legal certainty for businesses, preventing abrupt shutdowns while preserving jobs and tax revenue.
The legislation allows existing logistics and industrial activities to become fully compliant, facilitating the issuance of licenses. According to the secretary, these areas are already occupied and have established industrial characteristics, enabling greater oversight and enforcement by the municipality.
These areas are located in the Continental Area, near key road corridors, including the Padre Manuel da Nóbrega Highway. Currently, 61 establishments operate irregularly in these regions, including logistics operators, large transport companies, container storage yards, and port support service providers.
The city’s strategy has two main goals: retaining current investors and attracting new business. By reclassifying these areas, São Vicente signals to the market that it has available and legally compliant land for industrial facilities and distribution centers.
With neighboring cities facing land constraints, São Vicente is becoming increasingly competitive. The change paves the way for investments in infrastructure, high-standard warehouses, and logistics intelligence systems, integrating road and port operations.
The municipality expects an increase in tax revenue and the creation of direct and indirect jobs, reducing the need for residents to commute to other cities.
The reclassification does not eliminate environmental licensing requirements. All legal obligations remain in force, including impact control and mitigation measures.
The Santos Port Authority (APS) is also considering including areas of São Vicente within the official boundaries of the Port of Santos. The Vale Novo and Areias regions total 6.2 million square meters and are considered strategic due to their proximity to the Padre Manuel da Nóbrega Highway and potential rail connections.
Although the federal government recently expanded the port’s official boundaries, the areas in São Vicente are still under review by the Ministry of Ports and Airports. APS continues to work closely with the municipal government to enable their inclusion and maximize the region’s logistics potential.
