Paraguay enacts law to relocate Rosario free-trade zone, aiming to revive export hub on Paraguay-Paraná waterway

Paraguayan President Santiago Peña has enacted a law approving an agreement to relocate a free-trade zone granted by Argentina to Paraguay at the Port of Rosario, a move officials say aims to reactivate the facility and strengthen Paraguay’s export logistics on the Paraguay-Paraná waterway.

The agreement authorizes the joint commission created under the 1979 accord establishing a Paraguayan free zone at Rosario, in Argentina’s Santa Fe province, to negotiate the relocation of the enclave “under conditions equal to or better than” those of the current site.

The understanding is intended to update the original 1979 framework and reposition the free zone as a strategic node for Paraguay’s exports of grains and other products, improving logistics along the waterway, local outlet ABC reported.

Santa Fe province proposals for the relocation have included the possibility of granting Paraguay access to a 13-hectare site in an area with high potential for the development of a new port project, reinforcing Paraguay’s strategic presence within the Rosario port complex.

The parties have been discussing alternatives to match or improve the characteristics of the returned site, while maintaining or enhancing the conditions set out in the 1979 agreement. The goal is to ensure the free zone can operate fully under current requirements for efficiency, modernization and competitiveness, according to the report.
