ANTAQ public hearing discusses lease of fertilizer terminal at Vila do Conde Port

Brazil’s National Waterway Transportation Agency (ANTAQ) held a public hearing on Tuesday (June 23) to receive comments and suggestions on the technical and legal documents related to the lease of the VDC04 terminal area, located at the Port of Vila do Conde in the state of Pará. A total of 17 people registered for the hearing, of whom 10 spoke during the session.
Opening the hearing, ANTAQ Director-General Frederico Dias emphasized the importance of public participation in improving the project.
“This is the stage where we present the project to the public, ensuring transparency while gathering information that can help improve the proposal,” he said.
Dias also highlighted the project’s strategic importance to Brazil’s logistics network. According to him, as one of the world’s largest agricultural producers, Brazil relies heavily on imported fertilizers.
“This is a strategic terminal that will directly contribute to reducing logistics costs for agribusiness, one of the main drivers of the Brazilian economy,” he said.
The 39,000-square-meter VDC04 terminal will be dedicated to the handling and storage of dry bulk mineral cargo, primarily fertilizers. Strategically located at the gateway to Brazil’s Northern Arc export corridor, the facility is expected to strengthen logistics in the region. The lease agreement will have a term of 25 years.
Public consultation
The public consultation period will remain open until 11:59 p.m. on July 3, 2026. Only comments related to the draft documents and supporting materials made available under Public Hearing No. 04/2026 will be considered. Contributions must be submitted through the electronic form provided by ANTAQ.
Digital files such as maps, engineering drawings, and photographs may also be submitted exclusively by email to anexo_audiencia042026@antaq.gov.br, provided the sender is properly identified and the files are submitted within the established deadline. Written comments must be entered in the designated fields of the online form.
Those unable to submit comments electronically may use computers available at ANTAQ’s General Secretariat in Brasília or at the agency’s regional offices, whose addresses are available on ANTAQ’s website.
