Santos Port Authority postpones completion of access road works

Road works being carried out by the Santos Port Authority (APS) in the Alemoa area are now expected to be completed in January 2027, according to a revised schedule from the port authority.

The project began in November 2025 and had originally been scheduled for completion in December of this year. The investment totals R$27.8 million and, so far, there has been no contract amendment changing either the deadline or the project value. The works are being carried out by the Fmeng-Alemoa consortium, hired in May 2025.

According to APS, 100 meters of the outbound lane from the Port of Santos have already been completed on Avenida Engenheiro Augusto Barata, known locally as the Retão da Alemoa. The work is part of a package of interventions near the Paulo Bonavides overpass.

The goal is to improve truck traffic flow on the main road access to the area’s industries and port terminals, where about 14,000 cargo vehicles circulate each day.

The project includes a truck turn and a stormwater drainage channel on Rua Augusto Scaraboto, at the exit of the Alemoa overpass. According to APS, the drainage channel is being built along the alignment of the outbound lane and in the stretch between Avenida Engenheiro Augusto Barata and the estuary.

The port authority said its work area begins about 180 meters after the Paulo Bonavides overpass, at the boundary between the municipal area and the organized port perimeter, and extends for roughly 400 meters to the area near Ultracargo’s pipe rack.

APS will also replace the cobblestone pavement with asphalt along the Retão da Alemoa. The current roundabout will be replaced by two free-flow return lanes.

The interventions complement works being carried out by the Santos city government on Rua Augusto Scaraboto and around the Paulo Bonavides overpass, which total R$17.4 million in investments.

The city government said paving work on the São Paulo-bound lane of Rua Augusto Scaraboto will take longer to complete. As a result, the contract with TMK Engenharia, which was set to expire in August, will be extended until December, with no change to the R$17.4 million contract value.

According to the municipal administration, the schedule had to be adjusted because of heavy truck traffic and the need to coordinate the works with APS. The services began after the contract was signed in August 2024, were suspended in November because of intense traffic, and resumed in March 2025.

The contract had already been extended by six months, with an additional R$3.4 million, bringing the total to R$17.4 million.

In addition to paving, the company is building accessible sidewalks under the Paulo Bonavides overpass and near the Stolthaven terminal, where a drainage network has also been installed.
