Portos do Paraná holds public hearing on new port area lease project

The Paraná Ports held, on the fourth day, August 19, a Public Hearing regarding the project for the port lease of the PAR05 area. The area will be used for the movement and storage of solid vegetable grains.
The main objective of the session was to encourage discussion of the process, debate contributions and clarify questions. The Public Hearing Consultation is part of the preparatory stage for the elaboration of the editorial and the conclusion of two technical studies for the completion of the lease law.
“After carrying out the regularization of all the leased areas that no longer exist in the Porto de Paranaguá, for the sake of public law, we are now opening a new opportunity that will expand our cargo movement capacity and enable more investments in our structure,” says the director-president of the Portos do Paraná, Luiz Fernando Garcia .
The session was led by the president of the Port Areas Tender Commission (CLAP) and the administrative and financial director of Paraná Ports, Marcos Alfredo Bonoski, and was attended by the superintendent of governance of Paraná Ports, Bruna Pereira Veiga Nicolau, and the superintendent of port and aquaviários projects of Infra SA, Fernando Corrêa dos Santos, and the coordinator of port and aquaviary projects of Infra SA, Thilo Martin Zindel.
Until 11:59 p.m. on August 21, 2026, it will be possible to participate in the Public Consultation on the lease of the PAR05 area. Interested parties can contribute with suggestions to prepare the legal and technical minutes of the tender edition, the future lease contract, two technical documents and two respective necessary annexes.
Contributions must be formalized on a specific page on the Portos do Paraná site, with the link “Contribution Form”.
The contributions received for the preparation of two technical and legal documents will be analyzed, responded to, and the alterations incorporated into the project.
It will be up to the Tribunal de Contas da União (TCU) to analyze and validate the conformity of the project so that it can continue for the public record, to be carried out on the Brazilian Stock Exchange (B3).
The project
The areas that make up PAR05 are located on Avenida Portuária, in front of the Palácio Dom Pedro II, and total 29.8 thousand square meters. The developed project will address the export operations of solid grains, such as soybeans, milho and farelos, and the import of cereals, such as malt, cevada and wheat.
O PAR05 will expand the infrastructure and armament capacity of the Port, providing more development and greater specialization in import operations. “This is a very important moment in the development of Porto. Paraná Ports have big projects and big tenders, and we believe that this is one more opportunity for a brighter light of Paranaguá Port,” declares the superintendent of port and aquaviários projects of Infra SA, Fernando Corrêa dos Santos.
In one of the areas, measuring 15.4 thousand m², the construction of a crane armament structure with a static capacity of 153 thousand m3, or equivalent to 115 thousand tons, is planned. The dynamic capacity of the armament system was calculated at approximately 2.2 million tons per year.
In the second part of PAR05, which has 14.39 thousand m2, another cereal warehouse complex will be built, intended for import. There will be metal silos, 20 meters high, and a planned static capacity of 97.7 thousand m3, or equivalent to 78.2 thousand tons.
There are two criteria to be used in the bidding process, which will culminate in public law, and the highest value of the award. The minimum amount will be R$ 1.00. Once this stage has expired, the tenant will have to make investments of R$ 581 million, meaning that part of the value will be applied to the infrastructure for common use of the port, in the third year of the contract. The winner will be able to explore the PAR5 over 35 years.
Leilões expand investments in port infrastructure
Since 2019, Portos do Paraná has carried out several leases of leased areas, all in B3, which is generating more than R$ 5 billion in investments, some of which have already been completed. The Porto de Paranaguá is the first in Brazil to have 100% of its areas destined for the private sector fully regularized.
Several lease contracts provide for additional resources to improve port infrastructure. An example is the allocation of R$ 1.2 billion for the construction of the first phase of the Pier in “T”, plus R$ 570 million for the construction of the first phase of the Pier in “F” and another R$ 290 million for the Pier in “L”.
Além disso, oito leilões geraram R$ 1.18 bilhão à Portos do Paraná only in outorgas, value that will also be applied in melhorias.
