SPA launches public notice for two commercial areas

The Santos Port Authority (SPA) issued a public notice for commercial development of two areas in Ponta da Praia, on the right bank of the Port of Santos. The objective is to identify those interested in developing the spaces for port support services through a 20-year onerous contract. In total, the area measures 8,500 square meters. The notice was published in the Official Federal Gazette on Monday, June 28th.
Area 1 measures just under 2,000 square meters and is located on the corner of Avenida Pedro Lessa and Rua República do Ecuador. Until recently, it was the headquarters of the Taxi Drivers Union. Area 2 measures 6,500 square meters and is located on Avenida Mário Covas Junior. The site was the headquarters of OGMO (the labor-management agency).
The areas are classified in the Port of Santos Development and Zoning Plan as ‘not affected by port operations’. “With this initiative, we reiterate our commitment to avoid idleness at the government-owned port, we provide opportunities for the developpment of commercial activities related to the port business, and we have expanded SPA’s revenue sources in the best interest of the administration”, highlighted the Director of Business Development and SPA regulation, Bruno Stupello.
For this notification, port support services are those that support the activities of moving passengers and/or goods and/or storage of goods destined for or coming from waterway transport. Parking and activities with industrial characteristics, which are incompatible with the region as it is close to residential areas, do not fall under this call.
The interested party must present a conceptual project containing at least: (i) description of the services and facilities provided, (ii) project implementation and operation schedule, (iii) proposal for remuneration due to the SPA for the occupation of the area based on the value per square meter (R$/m²), and (iv) description and estimate of the amount it plans to invest. Parties interested in both areas should submit independent conceptual projects.
If there is more than one interested party per area, SPA will carry out a selection process for onerous use assignment pursuant to the Ministry of Infrastructure Ordinance No. 51 of March 23, 2021.
Interested parties will have until July 28 to send their conceptual project and the qualification documents listed in the notice to the electronic address chamamento.052021@brssz.com. At the same address, they may request clarification and carry out a technical visit to the areas up to two business days prior to July 28.
