Last minute turnaround announced for Port of Itajaí lease dispute

The National Waterway Transportation Agency (Antaq) published a decision on Tuesday night (20) declaring Mada Araujo Asset Management Ltda as the winner of the public dispute to determine the operator of the Port of Itajaí. The company had been disqualified in the documentation appraisal phase. The turnaround occurred after the analysis of appeals from competitors.
Mada Araujo had submitted the second-best proposal, with a forecast to handle 44,000 containers per month in Itajaí. The company claimed that the documentary analysis proved its operational capacity and was disqualified because the evaluation of commercial relationships and economic capacity had been “subjective.” The arguments were accepted.
Until then, the process was heading towards declaring the third-best proposal, presented by the company Teconnave from Navegantes, as the tender winner. Three appeals were analyzed by Antaq—two of them, from the companies MMS Empreendimentos and Livramento Holding S/A, were not accepted.
The superintendent of the Port of Itajaí, Fábio da Veiga, says that the contract’s signing now depends on analyzing a representation by the company MMS Empreendimentos with the Federal Court of Auditors (TCU). The expectation is that the tender will be concluded in the coming days.
“It is important to sign the contract and resume container movements,” he said.
The chart below compares container exports and imports at the Port of Itajaí from January 2019 and December 2022, the period in which container operations began to dwindle at the port. The data is from DataLiner.
