Number of irregularities found in Port of Santos remains undisclosed

Brazil’s National Agency for Waterborne Transportation (Antaq) did not provide press agency A Tribuna with the number of inspections, notifications for irregularities, and fines issued at the Port of Santos, Brazil’s largest port, during the first half of this year. Despite the request for a detailed report, Antaq’s press office only shared data from the São Paulo Regional Management (Gresp), which covers the states of São Paulo, Goiás, and Tocantins.

Within Gresp’s jurisdiction, there were 157 inspections and 13 notifications in the first half of this year. These inspections account for 7% of the total conducted by Antaq’s 13 regional management offices and units nationwide, which amounted to 2,240. As for the notifications, Gresp’s share was 20%, with 65 cases notified.

Compared to the first six months of last year, inspections across Brazil decreased by 4%, but they increased by 7% for the São Paulo Regional Management. Notifications declined in both metrics: 24% nationwide and 32% within Gresp.

Antaq’s scope of work encompasses services and infrastructure related to national waterway transportation, including inland navigation, maritime navigation, and port facilities and services.

Inspections are categorized into three types: scheduled (as part of an annual inspection plan to verify regulated companies’ compliance with normative obligations), routine (to personally verify good service standards, such as handling hazardous cargo and passenger transport safety), and extraordinary (triggered by complaints, representations, or identification of administrative infractions).

Most Common Violation

The most frequent violation identified in inspections conducted by Antaq’s regional management offices and units across Brazil in the first half of this year was the failure to ensure minimum hygiene and cleanliness standards in areas and facilities. Twenty-six notifications were issued for this infraction, with only one remaining unresolved.
