Auctions at Port of Santos to bring billions in investments to the coast of São Paulo

The Ministry of Ports and Airports announced on Wednesday (27) in Brasília a series of 50 projects, including leases and concessions, slated for the next two years. The investments total R$18.2 billion and encompass five key initiatives at the Port of Santos, such as the STS10 terminal auction in 2025 and the navigation channel concession in 2026. These auctions will be held across 12 states that host ports critical to Brazil’s foreign trade.
To ensure these projects materialize, the Minister of Ports and Airports, Silvio Costa Filho, stated that the ministry is collaborating closely with the National Waterway Transport Agency (Antaq). Additionally, it plans to establish a permanent working group with the Federal Court of Accounts (TCU) to “accelerate this portfolio of investments in Brazil.”
The federal government also offers low-interest financing through programs such as the Merchant Marine Fund (FMM) and the National Bank for Economic and Social Development (BNDES Finem).
Projects at the Port of Santos
Scheduled for the last quarter of 2025, the STS10 terminal will be developed on a 601,900-square-meter site at the Saboó Quay, on the right bank of the Port of Santos. The terminal is designed for container handling with an estimated capacity of 2 million TEUs. The 25-year concession will require an investment of R$3.51 billion.

The STS08 auction is set for the first quarter of 2024. Covering a 30,500-square-meter area, it will be dedicated to liquid bulk handling under a 25-year contract, with an investment of R$491.5 million. Similarly, the STS33 terminal designated for liquid bulk operations will be auctioned in the second half of 2024 with identical investment requirements.
The STS53 auction, planned for the first quarter of 2026, involves an 87,900-square-meter site intended for fertilizer handling. The 25-year concession will require a mandatory investment of R$658.8 million.
The government plans to auction the concession for the Port of Santos navigation channel in the fourth quarter of 2026. The Santos Port Authority (APS) is currently studying the project.
