
ANTAQ to Hold Public Hearing on Santos Container Terminal Lease on March 18

The National Waterway Transportation Agency (ANTAQ) will hold a public hearing on March 18 at 2:30 p.m. to discuss the lease of the Santos 10 Container Terminal (Tecon Santos 10). The bidding process aims to increase container throughput at the Port of Santos by 50%.
The megaterminal project—the largest port auction in Brazilian history—is expected to attract R$ 5.6 billion in investments. The development is designed to position the Port of Santos as a strategic hub for all of Latin America.
Recently restructured by the Ministry of Ports and Airports and ANTAQ, the project is set to become the largest terminal at the Port of Santos. It is considered critical infrastructure for container handling and general cargo storage, reinforcing the port’s role as the leading logistics gateway in Brazil.
Over the course of the 25-year lease, investments will fund improvements within the concession area and common-use port infrastructure, including dredging operations for the maneuvering basin and berths at the new terminal.
Public Hearing and Consultation Process
The virtual public hearing will be broadcast live on ANTAQ’s YouTube channel at 2:30 p.m. Interested parties who wish to speak during the session must register via WhatsApp at (61) 2029-6940 on March 17, 2025, between 9 a.m. and 5 p.m.
The public consultation period for the lease is open until 11:59 p.m. on March 24, 2025. Contributions will be accepted exclusively via the online form available on ANTAQ’s website—submissions through any other means will not be considered.
All legal drafts and technical documents related to the lease consultation are available on ANTAQ’s website.
Participants may submit digital attachments, such as maps, blueprints, and photos, via email at [email protected]. However, email submissions must include identification details and must still be accompanied by a written contribution submitted through the online form.
For those without access to electronic submission resources, contributions may be made using computers available at ANTAQ’s General Secretariat (SGE) in Brasília, DF, or at its regional offices, whose addresses are listed on the agency’s website.
