President of Brazil’s Lower House Announces Special Committee to Revise Ports Law

The President of the Brazilian Chamber of Deputies, Hugo Motta (Republicanos–PB), announced via social media this Saturday (May 24) the creation of a special committee to discuss Bill 733/2025. This bill proposes revising Brazil’s Ports Law (Law 12.815/2013) to modernize the sector.
According to the announcement, Deputy Murilo Galdino (Republicans–PB) will serve as committee president, while Deputy Arthur Maia (União–BA) will act as rapporteur.
Motta stated that “the goal of this committee is to develop a proposal that fosters growth and development in this sector, which is fundamental to the Brazilian economy.” On May 22, A Tribuna reported that lawmakers had agreed to form the group in the coming days to update the Port Regulatory Framework.
At the time, Federal Deputy Paulo Alexandre Barbosa (PSDB) confirmed that a political decision had already been made. However, the bill faces opposition from the Ministry of Ports and Airports (MPor), which would lose some oversight powers, as well as from port workers, due to proposed changes in labor contracting models.
Motta had previously authorized the committee’s creation on April 23 but unexpectedly reversed the decision the same day without explaining. The official directive to install the group is now expected to be issued on Monday, May 26.
The special committee will streamline the legislative process and could enable a vote on the bill before the end of the year. Under the regular process, the proposal must pass through five different Chamber committees—potentially delaying a vote by several years.
The bill was introduced this year based on a draft prepared by the Commission of Legal Experts for the Review of Port Operations (Ceportos), which submitted its report to the Chamber in 2024.
