Long-awaited by residents and those needing access to the port, revitalization works on 4.6 km of Avenida Conde Matarazzo and Rua Engenheiro Luiz Augusto Leão da Fonseca are set to begin on July 7, according to Victor Kengo, Director of Engineering and Maintenance at Portos do Paraná.

Kengo participated in a City Council session on Tuesday (June 24) alongside Vinicius Machado, Operations Director at MJRE Construtora Ltda., Renato Reis, the company’s engineering manager, and the Municipal Secretary of Public Works, Gian Carlos Nogueira. Councilors invited them to provide updates on the project, which is scheduled for completion in April 2026.

Over R$ 18 million invested
The contract with MJRE Construtora for the paving of the Port of Antonina’s access roads was signed in January 2025. The same company that developed the technical plan will be responsible for the construction, with a total contract value of R$18.4 million. According to the Transparency Portal, Portos do Paraná has already made two payments totaling R$ 78,501.40—R$ 58,755.31 on March 12 and R$ 19,746.09 on April 9.

“The work starts at Rua Uruguai, near the hospital, and continues to the terminal entrance. From there, it proceeds along Rua Engenheiro Luiz Augusto Leão da Fonseca to Ponta do Félix,” explained Vinicius Machado.

Project details and material durability
The project includes removal of the old asphalt and replacement with concrete paving, which offers greater durability and lower maintenance costs. It also provides for the construction of bike lanes, accessible ramps, new bus shelters, and sidewalk renovations.

Drainage systems will be installed to prevent flooding, along with signage and other infrastructure to improve truck flow. The removed asphalt will be reused in sidewalks and bike lanes, while the cobblestones will be handed over to the city for reuse.

According to the company, the road is designed to support up to 45 tons and is expected to last for up to 50 years. “Projects like this typically last about ten years, but this one is built to last fifty. Of course, it will need maintenance, especially on the joints, but those are simpler services,” said the project director.

Jobs and construction impact
According to Machado, around 40 of the 60 workers needed for the project will be hired locally in Antonina. The company has already contacted the local SINE (Employment Service) to announce available job opportunities.

Work will take place Monday through Friday, from 7:00 a.m. to 5:00 p.m., and may occasionally extend into the evenings or weekends. MJRE guarantees that at least one traffic lane will remain open at all times.

Regarding access to nearby schools, the company stated it will work closely with educational institutions to avoid disruptions.

Bridge revitalization
The “bridge” on Rua Engenheiro Luiz Augusto Leão da Fonseca—near the Pague Menos supermarket—will be widened to allow two-way vehicle traffic, plus pedestrian and bicycle lanes.
“What’s being referred to as a bridge is technically a concrete slab, as there’s no foundation underneath. The current round culverts cause a depression in the pavement. We will install a rectangular culvert with a concrete slab, which will improve water flow and align with the road level,” Machado explained to councilors.

No trees planted
When asked about tree planting, the company stated that no trees would be planted. “Although the project is mindful of pedestrians and cyclists, it was designed within the available space, and there’s no room left for trees,” said Machado.

On Rua Engenheiro Luiz Augusto Leão da Fonseca, an existing bike lane will be replaced with a shared pedestrian and cyclist space.

Marina project in Antonina
Another upcoming project is the construction of a marina in the idle area of the Barão de Teffé public port. In February 2024, Marina Antonina Administração e Infraestrutura SPE Ltda. won the bid for a 20-year concession of the 250,000 m² area.

The R$ 35 million contract was awarded to the bidder, offering the highest monthly payment, with the company offering R$ 70,000 per month to Portos do Paraná.

According to project manager Roberto Grupenmacher (via JB Litoral), the company is awaiting environmental licensing and finalizing project details. Phase 1 is expected to launch in December, with full completion in five years.
