Port of Paranaguá oversees destruction of adulterated soy and soymeal cargoes

The Ministry of Agriculture and Livestock (Mapa) oversaw one of the largest agro-product disposal operations ever conducted at the Port of Paranaguá, Paraná, on August 6. Approximately 7,000 tonnes of soybeans and soybean meal, seized in April during a joint operation by Mapa and the Federal Police, are being transported to the municipality of Araras (SP) for controlled disposal through composting.
Around 150 bi-truck trips will be required to reach Sociedade Industrial de Fertilizantes Ltda (Ciafértil), a Mapa-registered company, where the seized products will be recycled into organic fertilizer using composting techniques. The process follows strict protocols, emphasizing the quality and safety of the resulting fertilizer.
The seizure resulted from an attempt to reintroduce rejected cargo into the port’s logistical flow. Irregularities included the presence of sand, signs of intentional adulteration, and poor sanitary conditions such as product accumulation without separation, water puddles, dead birds and rodents, and a lack of traceability documentation.
The case is under review at the 13th Federal Court of Curitiba. While the disposal process is underway, judicially mandated investigations into the responsibilities of all involved parties continue.
Auditors from the Plant Products Inspection Service (Sipov/PR), the 8th Animal Products Inspection Service (Sipoa), and the National Supply Company (Conab) confirmed the irregularities and supported the final disposal. According to Sipov/PR chief Fernando Mendes, the measure protects Brazil’s reputation as a reliable supplier of agricultural products, reinforcing commitments to traceability, sanitary safety, and fraud prevention.
The entire disposal process is monitored by Mapa auditors at all stages, with a focus on reception and handling at the composting facility in São Paulo. Auditors from the Vigifronteiras Program and the Plant Health and Input Inspection Service (SISV-SP) oversee the operation, documenting every step with photos and ensuring strict traceability control, in full compliance with Brazilian legislation and international protocols.
The Port of Paranaguá achieved a historic record in cargo handling while also overseeing the destruction of seized goods. The reliability of the port’s quality control system has driven growth in operational flows, attracting new shipments and logistics activities.
