Brazil to Auction Paranaguá Port Channel in October in $1.23 Bln Deal, Model for Santos

The public notice for the auction of the access channel of the Port of Paranaguá, in Paraná, was published on Monday by the National Waterway Transport Agency (Antaq) and the Ministry of Ports and Airports (MPor). The bidding process is unprecedented in Brazil and will serve as a model for the concession of the access channel of the Port of Santos to the private sector.

One of the goals of the auction is to have competing companies present discounts on the Inframar fee, which vessels pay to access ports. The expectation is for a 12.63% reduction from the current rate. The fee covers, for example, dredging costs, which are currently carried out by the Port Authority. With the concession, the concessionaire will be responsible for this task.

The winning company will be responsible for increasing the depth of the channel from 13.1 meters to 15.5 meters. The auction is scheduled for October 22 at the São Paulo Stock Exchange (B3). The planned investment is R$1.23 billion, which must be executed within the first five years of the contract. The contract will last 25 years.

The process to define the Paranaguá auction was approved by the Federal Court of Accounts (TCU) in March.
