Brazil’s Ports Ministry signs deal to build new Federal Police complex at Santos port

Minister of Ports and Airports, Silvio Costa Filho, and the Director-General of the Federal Police, Andrei Rodrigues, signed on Tuesday (16) a memorandum of understanding for the construction of the new headquarters of the Federal Police precinct at the Port of Santos. The project will receive an investment of R$58 million from the Port Authority, with participation from FIPS (Internal Railway of the Port of Santos), a private initiative, to make the work possible.

Also present at the signing ceremony were the President of the Santos Port Authority (APS), Anderson Pomini, and the Regional Superintendent of the Federal Police in São Paulo, Rodrigo Luís Sanfurgo de Carvalho.

The area designated for the new headquarters will cover a total of 5,800 m², and the building will be constructed on the banks of the Santos Estuary, at the entrance to the port channel. The building was designed to be visible to vessels even before they dock at the port.

In addition to its strategic position at the entrance of the channel, the Federal Police emphasized the improved security conditions to combat international drug trafficking and to provide faster responses to incidents and offshore operations, such as smuggling and other transnational crimes.

For Minister Silvio Costa Filho, the signing of the memorandum between the two federal agencies is a milestone in port security and operational efficiency, as the partnership reinforces Santos’ strategic importance for Brazil’s development, given that Santos is the country’s main export gateway. “This is a beautiful project, with investments of nearly R$60 million, resulting from a joint partnership with the private sector, which will consolidate good governance of the infrastructure and operations of the Port of Santos. The Federal Police will further strengthen the protection of this national asset. As the port grows in terms of cargo volume, we will increasingly need the Federal Police to be present.”

The minister also highlighted the port’s figures, noting that it accounts for more than 30% of Brazil’s export and import flow. “And this year, it is breaking handling records. Under President Lula’s government, we are making a large volume of investments — nearly R$20 billion over the next ten years.” He also stated that this could serve as a model for partnerships in other ports across the country and even at airports.

Director-General Andrei Rodrigues stressed the project’s importance for both the country and the Federal Police: “This is Brazil’s main port, and having a robust Federal Police unit there provides a sense of security to operators, guards, users, and businesses at the port. It also reduces costs and improves the business environment. We are pleased to bring more security to this central hub for the nation.”

At the signing ceremony, APS president Anderson Pomini thanked Minister Silvio Costa Filho for, in his words, helping to unlock several projects for the port and for making this initiative possible.

“The Port of Santos is experiencing a historic moment. We are managing to move forward with long-awaited projects, such as the Santos-Guarujá tunnel, deepening of the access channel, and a historic expansion of the port, from 7.2 million to 20 million square meters. This increases the responsibility of all institutions, especially those with a constitutional mandate to handle security. Security is an international requirement, and we are constantly questioned during visits abroad. Building this facility at such a strategic location is fundamental to the good functioning of the port,” said Pomini.

According to the Port Authority, it will take six months to contract and prepare the executive project for the new headquarters, during which time the environmental licensing request will also be submitted to Ibama. After that, construction is expected to take 12 months, with delivery scheduled for April 2027.
