Paraguayan imports under the Raw Materials regime recorded a significant increase, reaching USD 350 million between January and August 2025, according to data released by the Subsecretariat of Industry of the Ministry of Industry and Commerce.

This figure represents a 24% rise compared to USD 282 million in the same period last year, reflecting strong growth in demand for inputs to support local production.

In addition, from January to August of this year, 4,476 import requests were authorized, a 19% increase in the number of permits granted. In August alone, authorized imports totaled USD 38 million, supported by the approval of 532 requests benefiting 134 industries, according to the report.

The sectoral breakdown shows that 76% of imports were concentrated in the metallurgical, chemical-pharmaceutical, machinery and equipment, and electrical appliances sectors. Significant purchases were also observed in tobacco manufacturing, paper and printing, textiles, food, and beverages.

China and India are the main suppliers, accounting for 76% of the total volume authorized, followed by the United States (5%), Spain (2%), Turkey (2%), and Germany (2%).

By August, 264 companies had benefited from this regime. About 70% belong to the metallurgical, chemical-pharmaceutical, rubber and plastics, paper, and food and beverage sectors. Most of these companies (93%) are located in the Central department (72%), followed by Alto Paraná (12%) and the capital (9%).

This continued growth in raw material imports points to strong demand for essential inputs for local production and increasing dynamism in the country’s productive activity.
