APS seeks federal authorization to expand Port of Santos area by 162%

The Ministry of Ports and Airports is expected to present, by Friday (19), the authorization for the expansion of the Port of Santos’ polygonal area, based on a project prepared by the Santos Port Authority (APS). The proposal foresees a 162.4% increase in the complex’s area, from 7.8 million to around 20 million square meters, including regions of Cubatão and São Vicente.
Submitted to the ministry at the end of 2024, the plan underwent public consultation in the second quarter of this year. According to APS, the project underwent technical adjustments, and at least part of it should be authorized by 2025.
The authority’s president, Anderson Pomini, stated that by the 19th, Minister Silvio Costa Filho is expected to make the announcement, even if only for part of what was requested. He explained that expanding the polygonal area requires extensive analysis of the technical criteria involved.
“The Ports Secretariat asked for more time because of this, but some areas that were analyzed are already 100% ready to be included in the polygonal area. These are the areas that the minister will announce still this year,” he said.
Pomini stressed that the project is fundamental for the port of the future, considering the growth in cargo handling at the port complex.
He reiterated that the project is essential for the port’s future, given rising cargo volumes. “This study began more than 10 years ago and has gone through several management boards. Therefore, the entire request to expand the polygonal area is supported by a great deal of technical work, studies, and legal and operational grounds,” he emphasized.
Contacted by G1, the Ministry of Ports and Airports did not comment on the APS president’s statements.

The Port of Santos’ polygonal area defines the boundaries of the organized port. The expansion aims to include new areas to ensure legal certainty, improve planning, and accommodate growing demand.
