Mapa Secures Largest Market-Access Expansion in History for Brazilian Agribusiness

In 2025, Brazil’s Ministry of Agriculture and Livestock (Mapa) reached a historic milestone by consolidating the opening of 507 markets for Brazilian agribusiness products since the beginning of the current administration, the most significant advance ever recorded in the sector. The result reflects the integrated work of the Secretariat of Trade and International Relations (SCRI), with coordinated action among its departments and strategic support from a network of 40 agricultural attachés in 38 countries.

Throughout the year, the SCRI focused on expanding and diversifying exports, negotiating sanitary and phytosanitary protocols, defending Brazil’s commercial and regulatory interests, promoting international technical cooperation, as well as commercial promotion, and attracting investments. The actions aimed to turn each new market opening into concrete opportunities for farmers, cooperatives, and agribusiness companies, generating jobs and income and strengthening the global presence of Brazilian agribusiness.

The Secretary of Trade and International Relations, Luis Rua, highlighted that 2025 was decisive in consolidating these results. “In this year alone, we opened more than 200 markets, in addition to strategic expansions, such as pre-listing for poultry in the European Union. Among the most impactful openings are sorghum, DDG, sesame, and poultry offal to China, as well as beef to Vietnam, and approvals for the Philippines and Indonesia. These are achievements that expand opportunities for Brazilian farmers and reinforce the international competitiveness of agribusiness,” he said.

Rua also emphasized that diversification of the export basket was fundamental to the performance achieved. “Less traditional products posted strong growth. The diversification policy launched in 2023, aligned with the guidelines of Minister Carlos Fávaro, proved to be the right and necessary approach in a challenging global scenario, allowing an increase of nearly 20% in the export value of these segments,” he noted.

Market openings expand production scale, generate new sources of income, and strengthen the international presence of Brazilian agribusiness. About 20% of the openings involved non-traditional products, such as herbs, spices, nuts, and alternative proteins, opening new export fronts for all regions of the country.

BRAZILIAN EXPORTS IN 2025

From January to November 2025, Brazilian agribusiness exports totaled US$155.25 billion, the highest value ever recorded for the period and 1.7% above the same period last year. The performance reinforces the role of foreign sales as a complement to the domestic market, expanding production scale, strengthening supply chains, generating jobs and income, and stimulating investment across all regions of the country.

Over the year, products such as soybeans, fresh beef, green coffee, pulp, soybean meal, cotton, and pork recorded increases in both value and export volume. Advances were also seen in segments such as soluble coffee, live cattle, beef offal, oilseed seeds, black pepper, beef tallow, and dry beans.

IMPACT OF MARKET OPENINGS

A study developed by ApexBrasil in partnership with Mapa indicates that the more than 500 markets opened since 2023 have already generated US$3.4 billion in additional exports, with direct impact across all regions of the country. The survey shows that the North, Midwest, South, Southeast, and Northeast benefited to different degrees, highlighting the role of trade opening as a driver of regional development.

The study also estimates a future potential of US$4 billion in exports from these openings, should Brazil reach a share equivalent to its participation in global trade. The countries that began importing Brazilian products together represent a market of US$37.5 billion in annual imports, indicating ample room for expansion.

2025 HIGHLIGHTS: MAIN OPENINGS AND EXPANSIONS

Among the main advances in 2025 was the approval of 17 beef plants in Indonesia, which expanded the number of companies authorized to export to the country by 80% and resulted in approximately 250% growth in Brazilian sales. Also noteworthy were the approval of the first five sorghum-exporting units to China and the first ten plants authorized to export DDG, consolidating new demand fronts in the Chinese market.

The year also marked the opening of the Vietnamese beef market, a country that imports around US$1.6 billion per year, as well as Singapore’s recognition of regionalization for African swine fever, ensuring continuity of exports even in the event of localized outbreaks.

SUPPORT TOOLS FOR BRAZILIAN EXPORTERS

In addition to international negotiations, the SCRI expanded and modernized support instruments for exporters. The Intercâmbio Comercial do Agronegócio 2025 presented analyses and trends in global trade; AgroInsights, prepared monthly with information from agricultural attachés, mapped more than 800 business opportunities; Passaporte Agro, with 33 editions, guided the productive sector on strategic markets; and the ConnectAgro platform brought together data, international events, and practical guidance for companies interested in exporting, accessible via the Mapa portal.

COMMERCIAL PROMOTION: MISSIONS, FAIRS AND INVESTMENT ATTRACTION

Commercial promotion was also intensified in 2025. Throughout the year, the SCRI participated in or organized more than 80 official missions in 57 countries, involving sanitary negotiations, government meetings, and agendas with international organizations, buyers, and investors.

Brazil also participated in 20 major international trade fairs held in 17 countries, with 208 Brazilian companies, including cooperatives, in attendance. The actions resulted in US$40.4 million in immediate business and approximately US$427 million in expected business over the following 12 months.
