With R$ 226 Million in Planned Investments, the Government Auctions Port Terminals in Santana, Porto Alegre, and Natal

CS Infra won the auction to operate a terminal at the Port of Santana with a bid of just R$ 2. On Thursday (26), the Ministry of Ports and Airports and the National Waterway Transportation Agency (Antaq) held the first round of port terminal concessions for 2026 at B3, auctioning terminals in three states. Altogether, the projects total R$ 226 million in investments. Proceeds from the auction exceeded R$ 60,000.
The MCP01 terminal at the Port of Santana is dedicated to handling and storing solid vegetable bulk cargoes, including grains and wood chips. The concession provides for investments of R$ 150.2 million over a 25-year contract. Companies participated in the tender, and the winner was the one that offered the highest concession fee for leasing the terminal.
A terminal at the Port of Natal was also auctioned. It is primarily used for shipping iron ore. Fomento do Brasil Mineração LTDA won the bid with an offer of R$ 50,000 and will be required to invest R$ 55.17 million over the 15-year concession period.
In the South, the Consórcio Portos do Sul—formed by Soluções Inteligentes Operadores Portuários Ltda and Simetria Transportes e Armazéns Gerais Ltda—won the auction to operate a terminal at the Port of Porto Alegre, which handles solid bulk cargo. The consortium submitted a bid of R$ 10,000. As it was the only proposal, there was no competition. The company will have to invest R$ 21.13 million, and the concession term is 10 years.
Thursday’s auction was preceded by legal disputes and revisions to the project. Initially, the government had also planned to concession a passenger-focused port terminal in Recife (PE), but the port authority requested a review of the tender. The Port of Santana auction was also threatened by a legal dispute: Rocha Granéis filed a lawsuit in Federal Court against the concession, and the request was granted by the 4th Federal Court of the Federal District. However, on Wednesday night (25), the government overturned the decision, and the auction went ahead.
The Minister of Ports and Airports, Silvio Costa Filho, said he expects to hold 18 port terminal auctions in 2026.
“We are taking a view toward regional development. We have to look at Amapá and Amazonas; we have to look at the North and Northeast regions of the country; we need to further strengthen Rio Grande do Sul as a hub for regional integration. All of this is reflected in major auctions that deliver results for Brazil. The productive agenda is not right-wing, left-wing, or centrist—it belongs to the Brazilian people. Those who defend workers are those who create jobs, and those who create jobs are the country’s productive sectors,” he said.
