Brazil Grants Customs Status to Luís Correia Private Use Terminal

Brazil’s Federal Revenue Service signed a document last Friday, Sept. 25, granting final authorization for the Luís Correia Private Use Terminal (TUP) to operate as a customs-designated facility for 25 years. The approval means Porto Piauí has the infrastructure required for international trade in accordance with security, monitoring and technology standards. The document was published in Brazil’s Official Gazette on Monday, Sept. 28.

A customs-designated area is a location where goods bound for export pass before leaving the country. It functions as a controlled area where customs clearance takes place, including the procedures used to inspect and validate cargo before it is exported or imported.

The Iron Ore Terminal (TEMIN), the handling facility from which iron ore moves onward for shipment, was built within the customs area.

The authorization follows Adhesion Agreement No. 04/2024, which approved development of the terminal. The customs authorization process began in 2025, when Porto Piauí President Raimundo Dias, Operations Director Fábio Freitas and Port Operations Manager Matheus Magalhães presented the company’s customs-area project to the Federal Revenue Service’s regional office in Fortaleza.

In September, a team of federal tax auditors visited the Luís Correia Private Use Terminal to inspect the site in detail, including its monitoring systems, lighting, access controls and perimeter fencing. Following that final assessment, the Federal Revenue Service approved the customs designation.

Luís Correia Private Use Terminal Gains Permanent Customs Authorization

The customs-designated area covers nearly 80,000 square meters and includes the iron ore warehouse, berthing platform, vehicle yard and the Ventura floating storage vessel, which stores the ore and transfers it to ocean-going ships.

Until now, Porto Piauí had operated under a temporary procedure established by the Federal Revenue Service for receiving and storing iron ore during commissioning and operational testing. With final approval in place, cargo weighing and validation can now be carried out within the terminal itself, making operations faster and more efficient.

According to Porto Piauí President Raimundo Dias, the customs authorization represents another federal endorsement of the Luís Correia Private Use Terminal as a solid and reliable facility built to rigorous standards.

“This is another essential approval for our port to operate, but it also demonstrates the quality of our port project. With customs authorization in place, we can tell the entire domestic and international market: we are ready,” Dias said.
