Brazil held 21 auctions in 2025, securing BRL 11 billion in investments

Brazil’s Ministry of Ports and Airports (MPor) held 21 auctions across the port and aviation sectors in 2025, attracting a combined R$11 billion in investments, according to an annual review presented on Wednesday (14) by Ports and Airports Minister Silvio Costa Filho during a press briefing in Brasília.

During the event, Costa Filho also outlined the ministry’s agenda for 2026, which includes Brazil’s first-ever waterway concession and what he described as a new phase for the country’s logistics sector, with a total of 40 airport and port auctions planned. Among the key projects already under way are the auction of the Santos Port container terminal STS10 and the concession of the Paraguay River waterway, set to be the first of its kind in Brazil.

In 2025 alone, the ministry carried out eight port-sector auctions, accounting for R$10.3 billion in investments. These included the Santos–Guarujá Tunnel project and the access channel concession for the Port of Paranaguá, in Paraná state, which introduced a new concession model expected to serve as a reference for other port access channels nationwide.

According to the schedule presented by Costa Filho, 2026 will see a total of 40 auctions: 21 airports, 18 ports and one waterway. The first batch of port auctions is scheduled for February and will include four projects located in Macapá (Amapá), Natal (Rio Grande do Norte), Porto Alegre (Rio Grande do Sul) and Recife (Pernambuco), with combined investments estimated at R$229 million.

In March, the government plans to auction the Tecon Santos 10 container terminal, a project expected to draw R$6.4 billion in investments and expand the Port of Santos’ cargo-handling capacity by 50%.
