The partial concession of the Port of Aratu-Candeias is drawing closer. The Ministry of Ports and Airports plans to grant the concession under the Landlord Port model, in which the state retains ownership of the land and basic infrastructure while a private operator is responsible for developing new areas and attracting investors for greenfield projects, including new quays, berths, and terminals.
“The project is in its final drafting stage and will be submitted to the Federal Audit Court (TCU) in the first half of 2026,” said Alex Sandro de Ávila, National Secretary for Ports, in an interview with Valor Econômico.
The ministry aims to hold the concession auction later in 2026. The secretary did not disclose details of the proposal, which could include concession contracts of up to 70 years.
“Aratu and Itaqui (MA) are the ports with the greatest availability of land for greenfield projects [in the region] and will play an important role in expanding port infrastructure in the Northeast,” Ávila noted.
The expectation is that the Port of Aratu, which has available areas for new developments, will become a major expansion hub for port activity in the Northeast.
