Brazil publishes master plan for Paranaguá and Antonina port complex

Brazil’s Ministry of Ports and Airports has published the Master Plan for the Paranaguá and Antonina Port Complex, in Paraná state.

Approved under Ordinance No. 317, dated July 16, 2026, and published on July 30, the document sets out short-, medium- and long-term actions and investments for the ports, their access routes and the port-city relationship, as required under Brazil’s port sector regulations.

The plan was prepared by Infra S.A., with input from the Paranaguá and Antonina Port Authority, known as Appa, and coordinated by the National Ports Secretariat through the Department of Port Management and Modernization.

The document also includes measures related to port-city integration and environmental management, including actions to mitigate the impact of adverse weather events and strengthen communication among the port authority, terminals, public agencies and local residents.

Before publication, the master plan was submitted to public consultation between February 6 and March 23, 2026. The process received contributions from civil society, companies, trade groups, public authorities and other stakeholders connected to the Paranaguá and Antonina Port Complex.

Document structure

The Master Plan for the Paranaguá and Antonina Port Complex is organized into four chapters: Port Complex Overview; Demand and Capacity Projections; Strategic Analysis; and Action and Investment Plan.

The document also includes an appendix with data surveys and detailed diagnostics used as the basis for the plan’s analysis.
