Brazil sees at least 10 bidders for Santos port megaterminal auction

At least ten companies, including Brazilian businesses and international firms, have already expressed interest in taking part in the concession auction of the container terminal at the Port of Santos, according to Brazil’s Minister of Ports and Airports, Silvio Costa Filho. Known as Tecon 10, the terminal is the largest in the country and is expected to increase the port’s container handling capacity by 50%.

Last week, Brazil’s Federal Court of Accounts (TCU) recognized the autonomy of the National Waterway Transportation Agency (Antaq) in defining the terminal’s concession model. The auction is expected to take place in the first half of March.

This Friday, during the announcement of investments to expand the Port of Rio de Janeiro’s container terminal, Costa Filho said he has been meeting with ambassadors from several countries to attract companies interested in operating Tecon 10, and that ten firms have already come forward.

One of them is the Philippine group ICTSI, which has operated the Port of Rio’s container terminal for 27 years. The list also includes domestic groups such as JSL, Chinese companies, and Arab investment funds.

“Our goal is, between January 15 and 20, to hold a series of meetings in São Paulo or a major roadshow at B3 to bring together between 10 and 20 groups interested in participating (in the auction). I want to speak personally with all of them to conduct a broad, democratic, and participatory debate,” Costa Filho said.

According to the minister, the ministry is expected to define the minimum concession fee for the auction next week.

The ministry also said that in January, it will hold a presentation of the bidding process with embassies and interested companies, followed by the publication of the terminal’s tender notice.
