Brazilian Military to Intervene to Enhance Security at Ports and Airports

On Wednesday (1st), Brazil’s President Lula signed a decree authorizing the military to act to guarantee law and order – a legal measure known as GLO in Portuguese – to enhance security at ports and airports in Rio de Janeiro and São Paulo. Valid until May 2024, the action is part of the plan structured by the Federal Government to enhance intelligence efforts for the entry and exit of baggage and cargo transported by sea and air. The norm was signed at the Planalto Palace with the participation of the Minister of Ports and Airports (MPor), Silvio Costa Filho.

These efforts will be exclusively implemented at Guarulhos (SP) and Galeão (RJ) airports, as well as the ports of Itaguaí (RJ), Rio de Janeiro (RJ), and Santos (SP). The president stated that the plan will involve the participation of the military forces, which will also monitor border areas. “The involvement of the armed forces in ports and airports will occur in coordination with the Federal Police,” Lula concluded.

During the event, Minister Silvio Costa Filho emphasized that the MPor is working on a national plan for port and airport security with a focus on monitoring the areas of passenger and cargo boarding. “We are in dialogue with other ministries to establish a comprehensive and strengthened security plan to combat drug and arms trafficking. In Guarulhos, for example, we are closely monitoring the expansion of monitoring with radars and cameras by the concessionaire to strengthen security,” said Costa Filho.

The new monitoring action in port and airport modes specified in the decree will involve the efforts of the Ministry of Justice and Public Security and the Ministry of Defense, which will also present a plan for technological modernization for the operations of the Federal Police, Federal Highway Police, Federal Prison Police, Army, Navy, and Air Force, with a focus on improving actions carried out in ports, airports, and borders.
