Brazil’s Agriculture Ministry issues new rules on import controls for farm products

The Ministry of Agriculture and Livestock (Mapa) published, on Thursday (11), Ordinance No. 835, which regulates agricultural control in the import operations of products of agricultural interest subject to registration in the Foreign Trade Single Portal.
The publication represents another step by Mapa in fulfilling commitments made with the Federal Government for adherence to the New Import Process (NPI). The measure is part of the modernization of agricultural control procedures in imports, involving the review of regulations, the adoption of risk management tools, and coordinated action with private agents regulated by agricultural defense.
According to the Secretary of Agricultural Defense, Carlos Goulart, the regulation reinforces the Ministry’s commitment to modernization and the continuous improvement of agricultural control processes in foreign trade. “As a strategic intervening body in foreign trade control, we reaffirm our commitment to the evolution and continuous improvement of agricultural control procedures in Brazil. However, it is important to emphasize that the ordinance does not imply an automatic and mandatory migration of operations to the New Import Process. Mapa will follow the schedule for adherence and migration defined by the National Trade Facilitation Committee (Confac),” he explained.
New Import Process
The New Import Process (NPI) is a Federal Government initiative that modernizes and integrates import procedures in Brazil. Among its main instruments are the Single Import Declaration (Duimp), the Product and Attributes Catalog, and the integration of authorizing agencies. The objective is to reduce bureaucracy, increase transparency, improve operational security, and make foreign trade more agile and competitive.
As an authorizing body in foreign trade, the Secretariat of Agricultural Defense plays an essential role in the NPI, being responsible for the analysis and sanitary control of imported agricultural products. Its role ensures that inputs, food, and other agricultural items meet quality and safety standards, protecting animal and plant health and guaranteeing safe food for the population.
Foreign Trade Single Portal
The Foreign Trade Single Portal Program – Portal Siscomex – seeks to reduce bureaucracy, time, and costs in Brazilian exports and imports. Created in 2014, the program aims to reformulate export and import processes, making them more efficient and harmonized, while also establishing a single window to centralize interaction between the State and private operators in foreign trade.
