Cotton: China is preparing to issue tariff-scale import quotas

China’s National Development and Reform Commission is preparing to issue import quotas for 750,000 tons of cotton on a sliding tariff scale.
The draft document is asking qualified importers to sign up for the quota system, but it does not define when quotas will be issued.
