Government creates Companhia Docas de SC to manage Port of Itajaí

The Ministry of Ports and Airports (MPOR) has finalized the management model for the Port of Itajaí and recommended the creation of Companhia Docas de Santa Catarina (CDSC), a federal state-owned company that will assume the role of Port Authority. The decision was made official in Decision Order No. 50/2025, signed by the National Secretary of Ports, Alex Sandro de Ávila.
The measure is considered a milestone for the sector and responds to a request made by President Luiz Inácio Lula da Silva during his visit to the city earlier this year.
Autonomy and leadership
According to the superintendent of the Port of Itajaí, João Paulo Tavares Bastos, the change represents a “historic victory” for the port complex.
“This achievement belongs to Itajaí and to Santa Catarina. The creation of Companhia Docas de Santa Catarina is a decisive step to strengthen our port’s autonomy, ensure better governance and efficiency, and restore the complex to the leading role it has always held on the national stage,” he said.
The decision involved broad institutional participation, including the Santos Port Authority (APS), the Itajaí Port Authority (SPI), Infra S.A., the Presidential Chief of Staff’s Office, and the Legal Advisory Office of the MPOR.
Next steps
The project will be reviewed by the Ministry of Management and Innovation in Public Services (MGI), the Chief of Staff’s Office, and then by the National Congress. Once approved, the constitutive acts of CDSC will follow, including the corporate bylaws, appointment of the board, and registration with the National Waterway Transport Agency (ANTAQ).
Port of Itajaí in numbers
In 2025, the port has already achieved notable results:
R$120 million in revenue, surpassing all of 2024’s collections when it was under municipal management;
2 million tonnes of cargo and containers handled;
More than R$2 million in service tax (ISS) was transferred to the municipality.
National relevance
The Port of Itajaí is regarded as a strategic link in Brazilian logistics, responsible for a large share of container and cargo movements for both exports and imports. The creation of CDSC aims to ensure greater efficiency and consolidate the complex’s role in the national port landscape.
