Mota-Engil wins Santos–Guarujá tunnel concession with 0.5% discount

Mota-Engil Latam Portugal won the concession auction for the Santos–Guarujá immersed tunnel on Friday (5), with a proposal offering a 0.50% discount. The other bidder, Acciona Concesiones, was defeated after submitting a proposal with a 0% discount.

The auction was held at B3 headquarters in São Paulo and was attended by São Paulo State Governor Tarcísio de Freitas (Republicans), Ministers Fernando Haddad (Finance), Silvio Costa Filho (Ports and Airports), and Márcio França (Entrepreneurship, Microenterprise and Small Business), as well as Vice President Geraldo Alckmin, who also serves as Minister of Development, Industry, Trade and Services.

The tunnel

Investments are estimated at R$6.8 billion, and the project will be executed through a sponsored concession that will guarantee the construction and operation of the submerged tunnel linking the two coastal cities in São Paulo state.

The concession will run for 32 years, with the possibility of extension, and will be supervised by Antaq, in partnership with Artesp (São Paulo State Transport Agency), for monitoring the contract.

The new passage will be 1.5 km long, with 870 meters immersed, featuring three lanes in each direction, including one dedicated to light rail vehicles (VLTs), as well as pedestrian and bicycle access.

Authorities stressed that the project will benefit 720,000 people who commute daily between the two cities, cutting travel time. The ferry trip currently takes approximately 18 minutes, while the road trip takes around one hour. With the tunnel, the crossing will take only “a few minutes.”
