Paraguay: Raw Material Imports Rise 49%

Paraguay’s raw material imports totaled USD 223 million by the end of May 2025 — a 49% increase compared to the same period last year — with 2,688 authorized import requests registered in the first five months of the year.
According to data from the Undersecretariat of Industry of the Ministry of Industry and Commerce (MIC), import authorizations under the Raw Materials Regime rose 22% year-over-year, with 2,688 requests approved as of May.
This volume translated to USD 223 million in imports, representing a 49% increase over the same period in 2024. In May alone, 624 requests were approved, amounting to USD 48 million.
The Raw Materials Regime allows companies to import essential inputs for their production processes under special incentives, with the goal of boosting national industrialization. Seventy-five percent of the imported volume was concentrated in strategic sectors such as metallurgy, chemical-pharmaceuticals, machinery, and electrical products.
Other sectors also saw significant purchases, though on a smaller scale, including textiles and apparel, paper and printing, tobacco, and food and beverages.
The main countries of origin were China and India, which together accounted for 78% of the total authorized volume. They were followed by the United States, Spain, and Turkey, each with smaller shares of the market.
