Pernambuco and federal government sign deal to create export zone at Suape port

The Government of Pernambuco, in conjunction with the Federal Government, formalized a protocol of intent on Monday (29) in Brasília for the establishment of the Pernambuco Export Processing Zone (ZPE) within the Suape Industrial and Port Complex. The agreement marks a strategic step in attracting investment and expanding the state’s economy. The commitment was signed by Governor Raquel Lyra (PSD) and Vice President and Minister of Development, Industry, Commerce and Services, Geraldo Alckmin (PSB).
“The creation of the ZPE in Suape is an important step to strengthen Pernambuco’s economy and create new opportunities for the state. This strategic project will expand our ability to attract national and international investment, consolidate Pernambuco as a reference in innovation and sustainability, and drive industrialization,” said Governor Raquel Lyra.
Led by the state-owned port authority, the initiative marks the state’s official entry into the ZPE program. A ZPE is a free trade zone with the outside world, designed for companies producing goods destined for export. Companies established in the ZPE benefit from special tax, foreign exchange, and administrative regimes. The goal is to boost business, encourage sustainable industrialization, and integrate Pernambuco into global export chains.
“The ZPE is a turning point for Pernambuco’s economic development. We are discussing a project that will enhance the state’s competitiveness on the global stage, create skilled jobs, and attract industries committed to sustainability and innovation. It is a concrete step toward consolidating Suape as a strategic hub for the new economy and integrating Pernambuco into international value chains,” said Secretary of Economic Development Guilherme Cavalcanti.
Located within the Suape complex, Pernambuco’s ZPE is designed to foster innovation, add value to exports, and attract industries aligned with the green economy. The Technical, Economic, and Environmental Feasibility Study (EVTEA), developed in partnership with FGV Transportes, has already been completed and confirms the project’s viability. It foresees investments of R$271.5 million in infrastructure, access, and customs areas.
“The ZPE is already launching with three anchor projects focused on energy transition, all aimed at producing sustainable fuels for export, such as green hydrogen and e-methanol. Two of them, European Energy and GoVerde, have already signed contracts with Suape, while the third awaits the formalization of the ZPE to confirm its installation. The expectation is that the project will become a milestone for Pernambuco’s economy, consolidating the state as a reference in innovation, sustainability, and integration into international trade,” said Suape CEO Armando Monteiro Bisneto.
