The Santos Port Authority (APS) and the São Paulo Commercial Association (ACSP) signed a Technical Cooperation Agreement (ACT) on Thursday, 8) to develop the project “Strengthening the Port of Santos as a Container Hub.” The signing ceremony occurred at ACSP’s headquarters in São Paulo, with Anderson Pomini, President of APS, and Roberto Mateus Ordine, President of ACSP.
With a 24-month term and the possibility of extension, the initiative aims to enhance the port’s competitiveness, optimize logistics operations, and reduce carbon emissions, aligning with global sustainable maritime corridor strategies. The agreement prioritizes streamlining port processes, such as reducing costs and transit times for containerized goods.
“There is no Port of Santos without commerce. That’s why this partnership is important—to ensure that Brazil’s main gateway to the world works in synergy with the private sector’s needs and demands,” said Pomini.
For Ordine, the first outcome of the agreement is closer collaboration and information sharing. “We aim to establish a two-way channel with the Port Authority, gaining a better understanding of the port complex operations while providing a platform to convey our members’ concerns to port managers,” stated the ACSP President.
Goals
Key goals include increasing logistics capacity, accurately measuring greenhouse gas emissions along land and water routes, and promoting green technologies such as clean energy and sustainable equipment.
The overarching objective is to consolidate the Port of Santos as a strategic container hub, connected to international and cabotage ports. APS will liaise with government bodies, provide relevant data, and participate in technical events organized by ACSP.
Meanwhile, through the Users Committee for Ports and Airports of the State of São Paulo (COMUS), the association will focus on organizing industry-specific forums, gathering operational data from its members, and identifying logistical challenges. All activities will follow a joint work plan with a timeline and performance indicators overseen by a managing committee.
Also attending the ceremony as witnesses were APS’s Director of Operations, Beto Mendes; Logistics Planning Manager, Ricardo Maeshiro; and Port Operations Superintendent, Márcio Kanashiro. Representing ACSP were its General Superintendent, Marcos Antônio de Barros, and COMUS Coordinator, José Cândido Senna.
