Port of São Sebastião May Host São Paulo State’s First Permanent Offshore Support Base

The Port of São Sebastião has taken another significant step toward expanding its role in the oil and gas sector. During the SP Offshore 2025 event, Ernesto Sampaio, CEO of Companhia Docas de São Sebastião, officially received the Technical, Economic, and Environmental Feasibility Study (EVTEA) for the implementation of an offshore support base at the terminal.
The proposal, submitted by a private sector company, envisions the construction of a facility dedicated to providing logistical support for offshore platforms and crew operations. The base would serve as a support hub for offshore activities along the São Paulo coastline. Currently, the Santos Basin is primarily served by offshore bases located in the state of Rio de Janeiro. With the new structure, São Paulo would, for the first time, be able to offer direct and permanent logistical support for these operations—easing the burden on other facilities while boosting job creation and tax revenue for the state.
The EVTEA assessed factors such as existing infrastructure, road access, strategic location, construction, and operational costs, as well as a risk analysis. The expression of interest is currently under review by the technical team, and if approved, the base could be implemented within three years.
“Receiving this study is a concrete step toward making the Port of São Sebastião even more strategic for the offshore logistics chain. We are working to attract sustainable investments and create new opportunities for the region,” said Ernesto Sampaio.
“The private sector’s initiative is key to driving government-led projects like this. Ongoing dialogue with private enterprises allows us to move forward with practical solutions. Additionally, São Paulo naturally attracts talent, technology, and investment, creating a favorable environment for the development of strategic projects,” added Thiago Camargo, Director of Projects and Innovation at Invest SP.
The proposal adds to ongoing modernization and expansion efforts at the Port of São Sebastião, reinforcing its role as a viable and efficient alternative for large-scale operations.
