Santos Megaterminal Project Clears Legal Hurdle, Set to Create 1,500 Jobs

A significant step has been taken toward developing a new multipurpose mega terminal in the Continental Area of Santos, with plans to create 1,500 jobs and handle up to 20 million tonnes of cargo annually. Last week, a court upheld the validity of Preliminary License No. 399/2011 granted to Terminal Portuário Brites (TPB), confirming the environmental regularity of the project led by Triunfo Participações e Investimentos.
The terminal will be integrated with rail and road networks, aiming to enhance logistics efficiency and reduce highway truck traffic. TPB will be located in the Largo de Santa Rita area, between Barnabé and Bagres islands on the left bank of the Port of Santos estuary.
Its infrastructure will feature four berths, each dedicated to a specific type of cargo—pulp, fertilizers, liquids, and grains. One berth is designed to receive ships with up to 18 meters of draft.
Dorival Pagani Júnior, Triunfo’s Director of New Business Development, highlighted the strategic location and distance from urban centers, which helps avoid logistical bottlenecks. The terminal’s rail-based operations are also expected to reduce strain on highways.
Timeline
Road access to the terminal will be via Barnabé Island, Cônego Domênico Rangoni Highway, and the Rio-Santos Highway. Water access will be through the main port navigation channel, turning and maneuvering basins, and berthing areas.
Rail access will be through the MRS-operated branch line, which will be complemented by internal tracks and a tunnel. A rail loop will also be constructed, crossing eight rail lines and accommodating trains with up to 80 wagons.
Carlo Bottarelli stated that, with the license now upheld and legal proceedings concluded, the company can proceed with plans to secure the installation license (LI), the final step before receiving the operational license. “If all goes as planned, we expect to begin construction by late 2026, with operations starting in 2029 after at least three years of work,” he said.
