Santos Port Authority issues rule on Cargo Manifest and Discharge and Loading Bulletin

The Santos Port Authority (APS) issued Port Authority Rule No. 018, known as NAP 018, on May 15, regulating the submission of information related to the Discharge and Loading Bulletin and the Cargo Manifest. NAP 018 is available for consultation on the APS website.
Under the new rule, information from the Discharge and Loading Bulletin will only be accepted electronically, through the Electronic Data Superhighway, or SED, or by electronic file exchange. This must be carried out through integrators validated by APS.
Cargo Manifest information, in turn, will only be accepted electronically, registered in the Porto Sem Papel system, linking the call number from the Federal Revenue Service’s Mercante System to the Virtual Single Document, or DUV.
Failure to comply with the obligations set out in the rule will be assessed by the Port Authority, which will take the appropriate measures in line with its internal procedures. These may include notifying the operator, setting deadlines for correction and, when applicable, filing a report with the National Waterway Transportation Agency, or Antaq, under the applicable legislation.
