Terminals in the Ports of Vila do Conde and Rio de Janeiro Authorized for Auction by Brazil’s Federal Audit Court

On Wednesday (May 7), Brazil’s Federal Audit Court (TCU) approved the lease auction of terminal VCD29 at the Port of Vila do Conde (Pará). In the same ruling, the court waived the requirement for further review of the RDJ07 terminal at the Port of Rio de Janeiro, effectively allowing both projects to move forward with private sector concessions.
“We are managing Brazil’s largest port, airport, and waterway concessions portfolio. These are record investments that will drive short- and long-term development,” said Minister of Ports and Airports Silvio Costa Filho.
Located in Barcarena, Pará, along the Marajó Bay, terminal VCD29 is expected to receive R$ 908.5 million in investments over a 25-year lease. It will be dedicated to storing and handling dry bulk cargo, especially soybeans and corn.
Terminal RDJ07, in the Port of Rio de Janeiro, will receive R$ 101.7 million in investments and be equipped to handle petroleum products. This concession will also span 25 years.
First Auction of 2025
The first port auction of 2025 was held in late April. With investments totaling around R$2 billion, four port terminals were awarded, located in the Port of Paranaguá (Paraná) and the Port of Rio de Janeiro. The auction was organized by the Ministry of Ports and Airports (MPor), in coordination with the National Waterway Transport Agency (Antaq) and the Ports Administration of Paranaguá and Antonina (Appa).
