Truck staging areas near São Sebastião port set to open ahead of schedule

The São Sebastião Dock Company (CDSS) anticipates that by September, two truck staging areas—known as Port Logistics Support Areas—will be operational. According to the State Secretariat for Environment, Infrastructure, and Logistics (Semil), construction is in its final stages.
Although the original deadline was December, progress has been ahead of schedule, allowing for an earlier completion.
Out of the five companies in the second phase of the public call process in 2024, two—Serveng and JBlog—moved forward and are responsible for building the facilities. Each site will be able to accommodate 150 trucks. The size of each area was not predetermined; only the number of vehicles was specified, according to the Secretariat.
Structure and flow
The facilities will provide drivers with access to essential utilities and services, including food, hygiene, and lodging. They are also expected to reduce traffic congestion and queues near the Port of São Sebastião.
Accreditation does not guarantee companies exclusive rights to demand, nor does it involve any financial transfers from CDSS. Fees must comply with principles of affordability and transparency, Semil noted.
In the case of the Organized Port of São Sebastião, the need to rationalize the flow of cargo vehicles is especially pressing because the port lacks other forms of overland access. There is no railway connection to its hinterland, and truck access to the port still passes through urban areas of the municipality—via Guarda Mor Lobo Viana Avenue, Remo Correa da Silva Avenue, and David Allan Mc Neill Avenue (formerly Outeiro Street).
During a meeting with the companies, CDSS reiterated the technical, environmental, and operational requirements, including the submission of an executive project, an implementation schedule, environmental impact studies, a decarbonization plan, and integration with the company’s digital system.
“We’re making a major change in how vehicles arrive at the Port of São Sebastião. With the Port Logistics Support Areas, we’ll better organize truck entry, reduce congestion, and provide more predictability for logistics operators and more comfort for truck drivers,” said CDSS president Ernesto Sampaio.
