August marked key progress for Brazil’s Port Law reform bill, says the terminal operators’ association

August was a strategic month for the progress of Bill 733/2025, which proposes a new regulatory framework for Brazil’s port sector, according to the Brazilian Association of Port Terminals (ABTP).
At the beginning of the month, the Special Committee of the Chamber of Deputies, analyzing the matter, approved the work plan presented by rapporteur Congressman Arthur Oliveira Maia (União-BA), as well as all the motions on the agenda. Public hearings were also held, the first of which included representatives of the Legal Experts Commission for the Revision of Port and Port Facility Legislation (Ceportos).
ABTP president Jesualdo Silva attended the committee’s sessions in person. For him, the resumption of activities after the parliamentary recess represents an opportunity to ensure legal certainty for the sector and promote logistics efficiency gains. It also reinforces Congress’s commitment to the port agenda and the country’s development.
“The progress of Bill 733/2025 is a fundamental step toward building modern legislation that ensures legal security for investors, fosters the development of more efficient ports, and meets Brazil’s logistical challenges,” Silva said.
He highlighted that the bill fully incorporates the draft proposal developed over 11 months by Ceportos.
With the approval of the work plan, the Special Committee initiated a series of public hearings that included the participation of experts, operators, workers, and representatives from the port sector.
The committee has an initial deadline of 40 plenary sessions to present its report. The bill was introduced by Congressman Leur Lomanto Júnior (União-BA).
