Bahia state port authority opens bid for Ilhéus port modernization

The Bahia State Dock Company (Codeba) has launched a bidding process to hire a company specialized in preparing basic projects aimed at modernizing the infrastructure and superstructure of the Port of Ilhéus.

According to Bahia Notícias, the tender covers three areas defined in the Development and Zoning Plan (PDZ): Area 2, with 11,185.00 m²; Area 12, with 36,753.69 m²; and Area 13, with 43,490.95 m². All are located in the Malhado neighborhood of Ilhéus.

The estimated value of the contract remains confidential, as required by Article 34 of Federal Law No. 13.303/2016, which ensures confidentiality in state-owned company tenders. Evaluation will be based on technical merit and price, with execution under a lump-sum contract in a closed, in-person competition. The opening of technical and qualification proposals took place on July 31, 2025, while the stage for price proposals is scheduled for this Friday (5).

According to Codeba, the measure is necessary due to the reduction in its internal technical staff and the need to hire specialists with experience in engineering projects for port areas. Among the requirements are structural calculations, drainage, paving, lighting, fire protection, lightning protection systems (SPDA), and closed-circuit television (CCTV). The goal is to prepare the areas for receiving containers, pallets, and bulk cargo.

The tender also specifies that the projects must include geological surveys, topographic mapping, and the development of alternative solutions. Codeba will be responsible for selecting the most suitable proposal, which will be detailed at the basic project level to support the execution of the works.

Area 12 will receive special attention regarding maritime hydraulics, due to silting observed at Soares Lopes Avenue beach in Ilhéus, which could affect paving solutions. Area 2, being on continental land, is not subject to this risk. Area 13, although it is reclaimed land, is consolidated and does not present significant impacts from this phenomenon.

The winning company will also be required to submit the projects to external bodies, such as the city of Ilhéus, Embasa, Coelba, and the Fire Department, and to include in the final costs the acquisition of permits, licenses, and other necessary authorizations.
