Brazil and China strengthen strategic partnership, advance protocol for pork offal exports

In Beijing, Brazil’s Minister of Agriculture and Livestock, André de Paula, and the Brazilian delegation took part in a bilateral meeting with Sun Meijun, minister of China’s General Administration of Customs (GACC) and her team. The meeting, held on Tuesday, May 19, continued the Brazilian agenda in China and focused on strengthening bilateral agricultural trade, sanitary cooperation and exchanges between the two countries.
During the meeting, de Paula highlighted the partnership between Brazil and China, which he said benefits both countries. “Brazil remains committed to acting as a reliable supplier of safe, high-quality and competitive food to China, produced under strict sanitary and environmental standards. At the same time, we recognize China as a fundamental strategic partner for Brazilian agribusiness, including in the supply of essential inputs for our agricultural production,” he said.
Sun Meijun highlighted the joint work carried out in recent years between Brazil’s Ministry of Agriculture and Livestock, or Mapa, and GACC. “It is always a great pleasure to welcome friends from far away. Today, we have the relevant departments present at this fraternal meeting. Our agri-food trade represents an important share of bilateral exchange. In 2025, China imported US$51.4 billion in agricultural products from Brazil, equivalent to around 50% of total trade between the two countries,” she said.
The minister added that, despite China’s strong agricultural industry, the country has a market with enormous potential and remains open to imports of quality foreign products. She also recalled the agreements and initiatives signed during President Luiz Inácio Lula da Silva’s visits to China, including phytosanitary protocols to expand exports of poultry, peanut meal and corn ethanol derivatives, as well as memoranda of cooperation on family farming and agricultural mechanization.
During the meeting, Mapa and GACC advanced technical discussions on sanitary and quarantine requirements for exports of pork and pork byproducts from Brazil to China. De Paula and Sun Meijun confirmed the technical terms of the revised protocol, which is expected to be formalized at an appropriate time.
After the protocol is formalized, Mapa will be able to guide Brazilian companies in carrying out the necessary technical preparations, while GACC will continue its internal procedures to enable trade.
At the close of the meeting, de Paula thanked the Chinese side. “Allow me to express the Brazilian government’s appreciation and satisfaction with the progress achieved today on the revised protocol for pork, including pork offal. This is a positive result of the technical dialogue and cooperation built between our institutions over the past few years. This progress represents an important sanitary and commercial achievement for both countries and reflects the high level of trust and cooperation between Brazil and China.”
Progress in the pork protocol talks reinforces technical and sanitary cooperation between Mapa and GACC and consolidates China’s position as the main partner of Brazilian agribusiness.
Other issues of mutual interest were also addressed during the agenda. The return of three Brazilian beef establishments that had been suspended was announced, as was the start, next month, of electronic certification for meat products.
