Brazil and Portugal Sign Cooperation Agreement to Advance Port Sustainability and Digitalization

In a meeting at the Planalto Palace on Wednesday (19), Brazil’s Minister of Ports and Airports, Silvio Costa Filho, signed a memorandum of understanding with Portugal’s Minister of State and Foreign Affairs, Paulo Rangel, aimed at strengthening bilateral cooperation in port infrastructure development and terminal operations.
The agreement establishes a commitment between the two countries to exchange expertise on port sustainability and decarbonization, as well as to develop green corridors linking ports in Brazil and Portugal. It also covers knowledge-sharing initiatives on port digitalization and port information systems, particularly regarding the Single Port Window and the Paperless Port programs.
Additionally, both nations have agreed to collaborate on port-city integration strategies and environmental protection measures. The memorandum also outlines joint efforts in terminal operations, port engineering, and construction, as well as human resources exchange programs, including training for port specialists.
According to Minister Silvio Costa Filho, the measures outlined in the memorandum will help drive progress in the sector for both nations. “In international trade, leadership will belong to those who adopt decarbonization policies and reduce greenhouse gas emissions. This partnership with Portugal puts our countries at the forefront, ensuring that not only our port infrastructure but also maritime navigation follows a path toward sustainability,” he stated.
The memorandum of understanding also encourages private sector participation in the cooperation process. A working group will be established to oversee and coordinate the initiatives outlined in the agreement.
