Brazil approves antidumping measures on milk imports from Argentina and Uruguay

The Executive Management Committee of Brazil’s Chamber of Foreign Trade (Gecex-Camex) approved antidumping measures against powdered milk imports from Argentina and Uruguay. The decision was made during a meeting held on Thursday (May 28).
Gecex also approved measures against nylon yarns, polyester yarns, and polyester fabrics originating from China. In the case of sodium acid pyrophosphate (SAPP), antidumping duties were imposed on companies from Canada and the United States.
Despite the approval, the application of the duties has been temporarily suspended pending the completion of a public interest review that will assess the potential impacts of the measure.
The investigation into powdered milk imports was launched after Brazilian producers reported a significant increase in imports since 2022, alleging that the product was entering the country at unfairly low prices and harming the domestic dairy sector.
The investigation, conducted by the Department of Trade Defense (Decom) under the Ministry of Development, Industry, Trade and Services (MDIC), found evidence of dumping practices and injury to Brazilian producers.
According to Pedro Lupion, president of the Parliamentary Agricultural Front (FPA), dumping margins exceeding 60% were identified in imports of powdered milk. He argued that the failure to immediately apply the duties harms producers and increases uncertainty in the sector.
Ana Paula Leão, FPA vice president for the Southeast region, stated that many producers are leaving the industry due to what she described as unfair competition. According to her, the organization will continue working to secure the measure’s definitive implementation.
