Concession of Port Terminal in Pará Postponed by Lula Administration

The Lula administration has removed the VDC29 port terminal project, located at the Port of Vila do Conde in Barcarena, Pará, from the list of concession projects.
The project was planned within the boundaries of the Organized Port of Vila do Conde and was intended for the handling and storage of solid vegetable bulk cargo.
The area designated for leasing covered 67,448 square meters, comprising 56,850 square meters of onshore space and 10,598 square meters of offshore space.
The terminal was to be used for port handling and storage of solid vegetable bulk cargo—mainly soy and corn—through inland waterway reception (barges), road transport, and international shipping for export.
The need for a new terminal was justified by the fact that current cargo operations of this type are conducted through a buoy system with ship-to-ship transfers in the anchorage area since the organized port lacks static storage capacity for such cargo and does not have a dedicated pier with loading equipment (shiploader). As a result, shipments are currently carried out directly from barges to ships (barge-to-ship).
The contract term for the area was set for 25 years, with an expected start date in 2025 and an expiration date in 2050. The total estimated investment was BRL 908.57 million (approx. USD 165 million).
The project has been withdrawn from the government’s plans for now, as the current administration has decided to refine the business model further.
