EU restores pre-listing system for Brazilian poultry and egg exporters

The European Union has confirmed to the Brazilian government, through an official letter, the return of the system of approval by indication from the national sanitary authority, known as pre-listing, for Brazilian poultry meat and egg plants authorized to export.

“A great piece of news is the resumption of pre-listening for the European Union. This spectacular, high-paying market for Brazilian chicken and eggs had been closed since 2018. Therefore, seven years with Brazil out,” highlighted the Minister of Agriculture and Livestock, Carlos Fávaro.

With the decision, plants that meet the sanitary requirements demanded by the European Union may be nominated by the Ministry of Agriculture and Livestock (Mapa) and, once communicated to the European bloc, become eligible to export. In the pre-listing model, Mapa certifies and submits a list of facilities that comply with EU standards, eliminating the need for case-by-case evaluation by European authorities, thereby making the approval process more agile and predictable.

“We worked for three years on the reopening and, finally, officially, the market is reopened. All Brazilian agro-industries that produce eggs and chicken and that meet the sanitary prerequisites can sell to the European Community,” he added.

The official confirmation of the mechanism is the result of continuous work with the European Commission throughout the year. On October 2, a Mapa mission to Brussels, led by the Secretary of Trade and International Relations, Luís Rua, brought to the European Union a set of priority requests, among them the reestablishment of pre-listing for animal protein, progress in negotiations for the return of seafood, and the recognition of regionalization of diseases.

Subsequently, on October 23, a high-level meeting in São Paulo between Secretary Luís Rua and the European Commissioner for Agriculture, Christophe Hansen, consolidated understandings on the bilateral sanitary agenda and registered the return of the pre-listing system for Brazilian poultry plants authorized to export, which now becomes effective with the receipt of the official letter and allows the beginning of the approval procedures on Mapa’s side. The meeting also advanced pre-listing for eggs and the scheduling of the European audit of the seafood system.

On that occasion, both sides also agreed to resume a permanent high-level mechanism to address sanitary and regulatory issues, with another meeting scheduled for the first quarter of 2026. The objective is to ensure the predictability, transparency, and continuity of the dialogue, reduce technical barriers, and favor the flow of agricultural trade between Brazil and the European Union.

With pre-listing reestablished for poultry meat and eggs, Brazil reinforces the role of its official inspection services as a reference for ensuring food safety and meeting the requirements of the European market, while advancing a trade-facilitation agenda based on technical criteria and regulatory cooperation.
