Port of Santos to build two logistics parks with 877 truck spaces in R$ 477 million project

The Santos Port Authority (APS) will auction two areas for logistics condominiums at the Port of Santos on December 4. Featuring truck staging yards, the complexes will offer 877 parking spaces for trucks in Santos and in Vicente de Carvalho (Guarujá), which are expected to be available starting in 2029. The bid notices were released last week.
The two contracts total R$ 477.9 million in investments, and the concession of the areas will last for 20 years.
According to APS, the expectation is to complete the bidding procedures by the end of the year and sign the contracts with the winning companies in 2026. The concessionaires will have up to three years to deliver the logistics complexes, according to the requirements set forth in the contract.
Right Bank
On the Right Bank of the Port, a 242 thousand square meter (m²) area on Avenida Augusto Barata, located between the neighborhoods of Alemoa and Saboó, in Santos, will be granted in concession, across from Brasil Terminal Portuário (BTP).
The site will house a logistics condominium with a staging yard, services, and areas for meals and rest for drivers.
The parking area, covering 121 thousand m², will have 460 spaces and controlled entry and exit of trucks. The logistics support services area, 83.6 thousand m², will be dedicated to cargo and containers (maintenance, certification, refitting, leasing, purchase, and sale). The planned investment is R$ 282.5 million.
The location is strategic because it is close to the main container terminals (BTP and the future Tecon Santos 10) and the road system providing access to the Port.
Left Bank
The second area, measuring 163.1 thousand m², is located in the Conceiçãozinha neighborhood, in the Vicente de Carvalho district, in Guarujá, on the Left Bank of the Port.
The logistics complex will include a staging yard with 417 truck parking spaces (73.5 thousand m²), an 89.6 thousand m² area for logistics support services, and a 50.2 thousand m² area for covered warehouses.
It will be the city’s first logistics condominium, according to the port authority. The concessionaire will be required to invest R$ 195.4 million.
The president of APS, Anderson Pomini, said that the logistics condominiums meet the Port of Santos’s needs.
“In the case of the Right Bank, it is only possible to increase the Port’s capacity and, above all, implement Tecon Santos 10 if the synergy works are progressing at the same time — such as the construction of the new viaducts (Alemoa) by the highway concessionaire (Ecovias Imigrantes), the Santos-Guarujá tunnel, already underway, and the staging yards, like this one in Saboó.”
Regarding the Left Bank, Pomini linked the port’s expansion potential to the need for a logistics condominium to meet the demand.
“It is the main area for the Port’s future expansion, with the enlargement of the port boundary, the second phase of the Guarujá Perimeter Road, the airport in operation, and the tunnel. In other words, these are large areas that will address current and future demands.”
Counterparts and timeline
Regarding the contractual counterparts in both agreements, the Port Authority stated that they will be defined after the completion of the Neighborhood Impact Study (EIV), which will be carried out by the selected concessionaires.
Bidders must submit the required documentation to APS by November 12, including preliminary declarations, representation documents, bid guarantee, and technical qualification (Volume 1), in addition to the concession proposal (Volume 2).
On December 4, the qualification documents (Volume 3) must be submitted before the start of the public session of the tender, scheduled for the same date at APS headquarters, located on Avenida Conselheiro Rodrigues Alves, s/n, when the proposals will be opened and ranked.

On December 24, APS will certify the result and award the concession. Signing of the contracts is expected in 2026.
