Santos Port Authority launches new roadworks along port perimeter

The Santos Port Authority (APS) will begin a new construction project on Monday, 20 October, along Avenida Augusto Barata — the main perimeter road on the right bank of the Port of Santos, in the Alemoa area. The project aims to streamline traffic and improve flow on one of the port’s key access routes. Infrastructure upgrades include pavement replacement, lane adjustments, LED lighting, and new signage. The total investment amounts to R$27.45 million.
“This project, at the start of Santos’ perimeter road, is part of the R$12.5 billion in investments over the past five years, marking what we can call the port’s revival,” said APS president Anderson Pomini. “This investment resolves one of the bottlenecks of our management — a project that had been stalled for three years and will now bring greater traffic fluidity to the region,” he added.

In the first phase, running through the end of November, a new lane will be built to temporarily divert traffic. This stage will not interfere with local transit.
The works begin at the end of the Paulo Benevides Viaduct — near the Anchieta Highway and access to Alemoa’s industrial district — and extend along Rua Augusto Scarabotto to the beginning of Avenida Engenheiro Augusto Barata.
In addition to road improvements, the project includes the construction of a drainage canal with greater flow capacity to replace the existing open ditch. This upgrade will reduce flooding in the area, a frequent issue, and improve overall traffic flow.
The works are being carried out by the FMENG-Alemoa Consortium — formed by Meng Engenharia and FFL Sinalização — which won the tender launched by APS in the first quarter of this year.
The project will unfold in three additional phases and is scheduled for full completion in December 2026. Together with the construction of two new viaducts at the port entrance (in partnership with the state highway concessionaire) and the planned Santos–Guarujá tunnel, the works will strengthen the road system designed to support the Port of Santos’ expected growth in the coming years.
