São Sebastião port lease set for late 2025, with R$660m investment plan

The São Sebastião Dock Company (CDSS), an agency linked to São Paulo’s Secretariat for Environment, Infrastructure and Logistics, announced that the lease of terminal SSB01 is scheduled for the end of 2025. The project includes works covering 262,000 m² of operational land area, in addition to the construction of a new pier with two berths.

The future lease will cover a total area of approximately 261,941 m², including both onshore and offshore areas.

According to the company, the initiative is expected to quadruple handling capacity, reaching 4.3 million tonnes per year, with an estimated investment of R$ 660 million. This investment will be made by the private partner awarded the 35-year concession. Taking into account feedback from the public consultation on the lease, the Technical, Economic, and Environmental Feasibility Study (EVTEA) was refined to include more detailed projections for container handling. The terminal will remain multipurpose, designed to handle dry bulk, general cargo, and containers.

CDSS also stated that, for now, it is not possible to precisely estimate the number of trucks that will travel along the Tamoios Highway toward the port. In a recent interview with the Tribuna de Santos newspaper, Ernesto Sampaio, director of the Dock Company, noted that the port currently handles 100 trucks per day and that “with the new terminal, this number will certainly multiply by five.”

Complementing the port infrastructure, the São Paulo state government, through the Secretariat for Investment Partnerships (SPI), signed an amendment in early August to the Tamoios Highway concession, operated by the Rodovia dos Tamoios concessionaire. The amendment provides for an investment of over R$ 55 million to create a new direct access road from the South Bypass to the Port of São Sebastião, with phased disbursements as works progress.

The new access will directly connect the Tamoios Bypasses to the port area, creating an exclusive route that will improve local traffic and logistics for terminal entry and exit. In addition, within the scope of the Tamoios Highway concession, the state government has already completed the North and South Bypass works, benefiting residents of Ilhabela, Caraguatatuba, Ubatuba, and São Sebastião, as well as tourists. The South Bypass was inaugurated in November 2024, and the North in December 2023.

Furthermore, CDSS will soon deliver the Port Logistics Support Areas (AALPs), most of which are being built in the northern region of São Sebastião and southern Caraguatatuba. These areas aim to optimize the flow of cargo vehicles by providing support for screening, parking, and organized access to the terminal. Besides boosting logistical efficiency, the measure is expected to improve truck driver conditions and reduce emissions.

The company also reported that dredging, essential for terminal operations, began in July and has already removed about 22,000 m³ of sediment, reaching 38% progress. Completion is scheduled for October this year. The intervention will remove 57,000 m³ of accumulated sediment from the maneuvering basin and berth, ensuring an operational depth of 10 meters.
