TCP announces new superintendents

TCP, the company that operates the Paranaguá Container Terminal, announced in October the appointment of two new superintendents to its executive leadership: Kayo Zaiats as Chief Safety Officer (CSO) and Rafael Stein as General Counsel (GC).

Zaiats will oversee Health, Safety, and Environment (HSE), Maintenance & Repair (M&R), and Engineering. Born in 1988 and holding a degree in Electrical Engineering from the Federal University of Paraná (UFPR), he has over a decade of experience at TCP, where he began as an intern in 2014. He later held positions in Controlling, Commercial, and HSE — where, since 2019, he served as HSE Manager. His career has been marked by strategic contributions to projects focused on safety, sustainability, and operational efficiency.

“This new responsibility is a great source of pride and commitment. The safety, health, and well-being of our employees, as well as environmental preservation, are fundamental pillars of TCP’s operation,” said Zaiats. “Leading these areas, alongside engineering and maintenance, gives me the opportunity to further strengthen our culture of excellence, innovation, and continuous improvement.”

Meanwhile, Rafael Stein has been appointed General Counsel, heading the Legal, Institutional, and Regulatory divisions. Born in 1984, Stein holds a law degree from UNIVALI, with specializations in Constitutional Law (Damásio de Jesus) and Tax Law (FGV). With more than 15 years of experience in the port and infrastructure sectors, he joined TCP in 2021 as Legal Manager, was promoted to Institutional and Legal Manager in 2024, and now assumes the superintendent role in 2025 — a progression reflecting his professional growth within the company.

“Challenges, learning, and achievements have marked my journey at TCP,” Stein said. “Our focus now is to strengthen TCP’s market position, support new investments, and ensure business sustainability based on compliance, legal security, and solid institutional relations.”

The appointments reflect TCP’s commitment to recognizing internal talent and strengthening strategic areas for sustainable growth. With technical and leadership profiles, Zaiats and Stein bring an integrated vision that aligns TCP with the global standards of excellence promoted by its parent company, China Merchants Port (CMPort).
