The partnership between the Santos Port Authority (APS) and the São José dos Campos Technological Innovation Park (PIT) will initially yield two projects: the establishment of a Technological Development Center for Port Management and the creation of an APS Port Innovation Hub. The cooperation agreement was signed on September 22.
The first initiative of the Technological Development Center for Port Management will focus on logistics, particularly on monitoring and coordinating the arrival of trucks at the Port of Santos.
“The expected outcome of this initial phase is the development of a truck traffic control tool capable of integrating data from the cargo’s origin to its arrival at the Port, increasing predictability and efficiency in the logistics chain. It will be an evolution of the cargo scheduling system, which began more than ten years ago with the Truck Traffic Management System (SGTC),” APS explained in a statement.
Implementation
The Technological Innovation Park will act as curator, bringing its expertise in applied research and innovation to support the development of these solutions, while APS will serve as an anchor entity, “ensuring alignment with the strategic needs of the Port.”
“In a period of growth for the Port, planning and modernizing logistics management will be essential for resilience, ensuring operational fluidity, reducing bottlenecks, and boosting competitiveness for Brazilian foreign trade,” APS stated.
According to the Port Authority, the project does not include financial compensation and will run for 60 months. It will not have a physical headquarters. “This type of project works as follows: the Innovation Park invites anchor entities that bring their challenges for the development of technological solutions. During this process, Technological Development Centers are created, and resources are raised from funding agencies,” APS explained.

Hub
The Port Innovation Hub, according to APS, will be inspired by successful experiences from major global ports such as PortXL (Rotterdam, Netherlands), Pier 71 (Singapore), and Opentop (Valencia, Spain).
“APS will draw on the experience of Nexus, PIT’s hub, recognized as one of the world’s top business incubators. To make this initiative possible, APS will invest R$4.2 million in a two-year project designed to consolidate the port innovation ecosystem and accelerate solutions. The contractor is the São José dos Campos Technology Park Association,” APS revealed.
Innovation
The Port Innovation Hub will be based at the Santos Port Authority headquarters and, according to the Port Authority, will serve as a space to connect startups, universities, companies, and the port community, promoting the creation of new businesses, the generation of skilled jobs, and the strengthening of the regional economic base.
