APS launches bidding for logistics condominium projects at Port of Santos

The Port Authority of Santos (APS) has published two public notices this week for the paid concession of two areas for the construction of logistics condominiums with truck yards, totaling 877 parking spaces. The sites are located between Alemoa and Saboó, in Santos, and in Conceiçãozinha, in Guarujá, with a combined area of more than 400,000 square meters. Part of the area will also be allocated to support services for port operations.
The initiative responds to growing cargo volumes handled at the Port of Santos and the need for logistical improvements. Currently, around eight thousand trucks per day circulate through the region due to port activities.
The bidding process seeks partners to build and operate the facilities for a 20-year term. The winning companies will be responsible for investments required to make the operation viable, including construction, lighting, and environmental permitting.
Below are details on the sites and what will be built in each city.
Santos site
The total concession area covers 242,000 square meters. The project calls for the implementation and operation of a logistics condominium with two integrated fronts of activity:
- Truck Center and driver/vehicle services, designed to organize truck traffic entering and exiting the port and to meet operational and driver welfare needs. It will cover 121,000 square meters and include at least 460 parking spaces.
- Cargo and container services, including maintenance, certification, modification, leasing, purchase, and sale of containers, support efficiency and sustainability along the logistics chain. This area will also cover 121,000 square meters.
The site is located on Avenida Augusto Barata, near the BTP Terminal, on the opposite side of the perimetral road. The proposed location, within the container cluster on the right bank of the Port of Santos, reinforces the project’s strategic relevance, as it lies close to key port access highways and container terminals (Marimex, BTP, and the future Tecon Santos 10, as well as depots linked to Via Anchieta). This positioning enables strong operational synergy by concentrating complementary logistics activities within the port’s direct influence zone.
Guarujá site
The total concession area covers 163,100 square meters, to be divided between a truck staging yard and a logistics support area. Within the organized port, the location is known as Area No. 41. It is considered strategic because there is currently no truck staging yard in Guarujá.
The site will be divided as follows:
- Area A (north): designated for the truck staging yard with 417 parking spaces and a total area of 73,496 square meters;
- Area B (south): designated for logistics support services, with a total area of 89,600 square meters and 50,200 square meters of covered warehouses to be managed by the concessionaire.
Proposals will be accepted until November 12. The opening session will take place on December 4. The contract is expected to be signed in 2026, and the concessionaires will have a three-year deadline to complete construction.
